What is the ruling on a retired or insured imam receiving the full grant designated for those who are not retired or uninsured, knowing that the responsible authorities are the ones who change his employment status for the purpose of him receiving the full grant, and is it permissible for him to apply for the full grant due to his modest financial situation?

The basic principle is that forging documents and papers is forbidden, due to the Prophet, peace and blessings be upon him, saying: "Shall I not inform you of the greatest of major sins?... Associating partners with Allah, disobedience to parents, and indeed, speaking falsehood and bearing false witness." However, if the responsible authorities were permitted to do so by the Ministry, then there is no harm in them exercising those powers. But if it was an action by some officials without authorization, then that is not permissible. And whoever receives an extra grant, he must give the extra amount in charity, unless he is in need, in which case he takes from it according to his need. As for merely submitting a request for an extra grant, there is no harm in it as long as the request is clear and truthful.
