Is it permissible to give zakat al-mal (obligatory charity) to a working woman who owns gold, for the purpose of enabling her to undergo a surgical operation?

It is permissible to pay Zakat to a sick person for their treatment expenses if they are unable to afford their medical costs. However, it is not permissible to pay Zakat to them if they possess sufficient funds to cover those expenses.
