What is the ruling of Islamic law regarding a husband who gets angry and distances himself from his wife if she touches him, claiming that she has nullified his ablution, which has led to the wife becoming averse to prayer and marital life?

A Muslim is not permitted to abandon prayer under any circumstances. What your husband is doing is out of ignorance and extremism. A Muslim does not become impure, even if in a state of janabah (major ritual impurity) or menstruation. The proof for this is the hadith of Abu Hurayrah, in which the Prophet, peace and blessings be upon him, said: "Indeed, a Muslim does not become impure." And the hadith of Aisha, who said that she would drink while menstruating, and the Prophet would place his mouth where her mouth had been. Touching one's spouse does not nullify ablution unless something is discharged.
