Is ceasing communication with a father who sexually abused his daughter since childhood and continues to abuse his other daughter considered disobedience to parents (ʿuqūq) and severing ties of kinship (qaṭīʿat raḥim)? And will the daughter be punished for that?

If what you mentioned about your father is true, then he has betrayed the trust and neglected his responsibility. The daughter who is being subjected to this should treat him as a stranger and not allow him to be alone with her. If she finds no way out but to flee, then she should flee to the house of one of her relatives. As for the abusive language you used and your prayer for his destruction, this is an act of disobedience (to parents). You must show him kindness and dutifulness. If he does not fear Allah concerning you, then you should fear Allah concerning him. It is not permissible for you to sever ties with him. If visiting him causes harm, then maintain ties with him through any other means, such as calling and inquiring about him.
