The answer

Naming children is a right specific to the father. In case of dispute between the parents, the right of naming belongs to the father. It is not permissible for the mother to overstep the father's right except with his permission, for naming defines lineage and the one to whom lineage is attributed. It was narrated from Ibn Al-Qayyim: "The fifth chapter is that naming is the father's right, not the mother's. There is no dispute among people regarding this." Nevertheless, it is advisable for both the mother and the father to consult and agree upon a name that satisfies both parties if possible, because "whenever agreement is reached, it is better and more comforting to the heart."
