It is permissible to pay Zakat to poor orphan girls, and it should be given to them as an act of transferring ownership. The Zakat should be received by their guardian (such as a custodian or a trustworthy agent). If the custodian receives the Zakat, he may deposit it in an Islamic bank if it is in their best interest. The payer does not have the right to stipulate a specific way of spending the Zakat after it has been paid; rather, it becomes the property of the beneficiaries, and the agent disposes of it as dictated by their best interest. It is prohibited to deposit it in an interest-based (riba-based) bank.
