The answer

If the money is in an interest-based (riba-based) bank, then the mother must withdraw it immediately and repent, and dispose of the usurious interest by spending it on Muslim welfare or giving it to the poor, and she should not benefit from it herself. She is also obligated to pay zakat on the principal amount.

However, if the bank is Islamic, she may benefit from the profits, and she must pay zakat on the principal amount along with all the profits.

The recipients of zakat are specified in the Holy Quran: for the poor, and the needy, and those employed to collect [zakat], and those whose hearts are to be reconciled, and for freeing captives, and for those in debt, and for the cause of Allah, and for the stranded traveler.
