Some scholars have explicitly stated the prohibition of disobeying the ruler in this regard because it serves a clear public interest, and its transgression leads to corruption. What is of this nature must be adhered to outwardly and inwardly. As for what is forbidden to do, the wage for it is unlawful, and it should be given as charity or spent on the welfare of Muslims.
