A woman is permitted to apply nail polish for adornment and to pray with it, as long as it does not contain a substance that prevents water from reaching underneath it. If it does, then ablution (Wudu') and ritual bathing (Ghusl) are not valid unless it is removed, because in that case, it forms a layer on the surface of the nails, and it must be removed before ablution. However, if it does not form a layer, like henna, then her ablution is valid.
