What is the ruling on placing anime images, especially faces, on forum homepages and within their sections, and what is the ruling on drawing only the face (with eyes)?

There is no harm in drawing pictures that are limited to the face alone or the body alone without a head. Regarding this, Ibn Qudamah says in Al-Mughni: "If the drawing initially depicts a body without a head, or a head without a body, or if it is given a head and the rest of its body is in a form other than that of an animal, it does not fall under the prohibition; because that is not the image of an animal." However, drawing a complete image is not permissible, even if it has no counterpart in reality.
