What is the ruling on women going onto the roof of the house in their house clothes with uncovered hair and uncovered hands, and what is the method for dealing with and guiding them?

If men can see women when they go out onto the roof, then it is not permissible for them to go out with their hair uncovered; because the woman is entirely awrah (private, to be covered) in front of non-mahram men. However, if men cannot see them, then there is no harm in going out without a hijab.
