Is it permissible to donate government furniture as charity instead of returning it to the department, or paying its value to public funds or to the poor?

The furniture must be returned to the entity from which it was taken, in accordance with the Hadith: "On the hand is what it took until it fulfills it." If it is not possible to return the furniture for fear of harm, then its value may be returned, as the Prophet, peace and blessings be upon him, said: "There shall be no harm nor reciprocating harm." As for donating it or its value, it is not permissible unless it is impossible to reach its owners. If you have a right with this entity, it is permissible to take the furniture in exchange for this right, and if its value exceeds the right, the excess must be returned.
