The husband is not obliged to comply with his mother's request for money if she is not in need of it or if it causes him hardship, but he should treat her kindly and give her what pleases her. The husband is not obliged to buy a necklace for his brother, but he may do so as a way of maintaining kinship ties or as a loan. If the Hajj is voluntary or the Hajj of Islam and he acquires the money after the season, then buying the necklace takes precedence. However, if he acquires the money before the season, then the Hajj of Islam takes precedence. Planning for the children's future and saving money for them is good, but it should not be an unsettling obsession, for Allah Almighty has guaranteed the provision for His creation.
