Is it permissible to pay the Zakat on deposits that have not completed a full Hawl (lunar year) in Ramadan, or must one wait for the completion of their Hawl?

It is not permissible to delay Zakat beyond its due time without a valid excuse, except for a brief period for an overriding benefit. As for accelerating it, the majority of scholars permit it and allow it for two years, based on what was narrated concerning the Prophet (peace and blessings be upon him) receiving advance sadaqah from Al-Abbas for two years. Therefore, paying Zakat in Ramadan is permissible according to the majority. If part of it is paid, the remainder must be paid when the hawl (one year) is due. If the wealth increases during the hawl, the increase is zakatable along with the original amount. However, if the wealth decreases, the excess amount paid is considered sadaqah. Delaying Zakat until its hawl is due is better because it avoids scholarly dispute and benefits the poor. There is no legal connection between Zakat al-Mal (Zakat on wealth) and Ramadan or Zakat al-Fitr. Delaying Zakat after its hawl is due until the next Ramadan is absolutely impermissible.
