It is permissible to supplicate against disbelievers in general, whether they are combatants or non-combatants. This includes Jews, Christians, and others. Evidence for this is found in the saying of Noah, peace be upon him: "My Lord, do not leave upon the earth from the disbelievers an inhabitant." And the supplication of the Prophet, peace and blessings be upon him: "O Allah, fight the disbelievers who were given the Scripture, O God of Truth." Al-Nawawi transmitted the permissibility of supplicating against disbelievers for illnesses and destruction, and Al-Iraqi and Ibn Al-Arabi affirmed this, stating that it is a fundamental principle in supplicating against disbelievers collectively.
