Is it permissible to sing and play musical instruments to convey a message to people who understand only that language?

We have previously discussed singing and music and their rulings, whether the purpose was good or not, and whether people understood something other than singing or not. The message can be conveyed through many permissible means. It must be known that the end does not justify the means, so it is not permissible to achieve a good objective by an impermissible means.
