What is the procedure if the husband does not pay the agreed-upon dowry on its specified due date, and is there a recommended time for holding the wedding ceremony?

The default ruling is that the wife is entitled to the full mahr (dowry) upon consummation. If payment of the mahr was stipulated to be deferred, then the husband must pay it when its due date arrives. He is not permitted to procrastinate if he is able to pay, based on the Almighty’s saying: (O YOU WHO HAVE BELIEVED, FULFILL [ALL] CONTRACTS) and the noble hadiths. However, if the husband is in hardship, the wife should take his situation into consideration and not demand payment, especially if she is not in urgent need of the money. The family must understand this. Wisdom should be exercised, and injustice avoided, to ensure good companionship.
