The answer

If the marriage contract has been concluded, it is not permissible for the wife to withhold herself from the husband after receiving the prompt dowry, nor is it permissible for the husband to refuse to take possession of his wife if she offers herself to him. The wife must be handed over to her husband if he requests her, or if she offers herself, and her maintenance becomes obligatory. If there is a dispute regarding the wedding date, the statement of the one who demands acceleration takes precedence. It is the husband's right to refuse the postponement of the wedding and to demand its acceleration, and the financial circumstances of the wife's family do not justify preventing her from handing herself over, nor does the wife's guardian have the right to delay the wedding.
