It is best to give out the al-Fitr from the best quality food. If the rice given as Zakat al-Fitr is edible, then it is sufficient, and there is no need to give out Zakat again. It is a condition for the permissibility of giving grains as Zakat that they should not be defective, such as being worm-eaten or wet, nor old to the point of having a changed taste, based on the verse: {And do not aim for what is bad to spend from it} [2:267].
