Must I re-issue Zakat al-Fitr after discovering that it was issued in a way that does not conform to Sharia and the specified amount, and is this Zakat considered issued according to the Hanafi school of thought?

The obligatory amount for Zakat al-Fitr is one Sa' of food per person. If the committee did not distribute Zakat al-Fitr in the prescribed manner, then you must give what remains of what you are obligated to pay to those who are deserving. If you cannot ascertain the exact amount with certainty, then give what clears your conscience. As for the permissibility of paying the value (in money), this is the view of the Hanafis, and the charity is valid if the value paid is equivalent to the value of one Sa'. There is no harm in following those who issue such a fatwa, but the more cautious approach is to give one Sa' of food.
