al-Fitr is to be given as raw, uncooked grains, based on the of Ibn 'Umar and Abu Sa'id al-Khudri (may Allah be pleased with them both). It used to be given as a sa' of dates, barley, or food, which are items that can be measured by volume and stored. Cooked food, such as bread, is not permissible because it cannot be measured by volume or stored. "Al-Rawd al-Murabba'" states that the Zakat should be given as a sa' of wheat, barley, or their flour or sawiq, or dates, raisins, or dried yogurt (aqit), or any grain or fruit that is staple food. Defective items or bread are not permissible. Therefore, it is not permissible to give cooked rice; rather, it must be given as uncooked grains.
