It is not permissible to combine the Asr and Maghrib prayers because they do not share a common time, and because the dispensation for combining prayers is specific to the Dhuhr and Asr, and Maghrib and Isha prayers, when there is a valid reason for it. Therefore, whoever delays Asr to pray it with Maghrib has disobeyed Allah, and whoever offers Maghrib before its time, it is not valid from him. However, if both prayers have been missed, one should pray Asr first, then Maghrib.
