Is it permissible to touch the Mushaf and recite the Qur'an in a place where the ground is likely to be impure due to the presence of dogs?

It is permissible to recite the Qur’an in an impure or dirty place, though it is disliked. The claim that streets are impure due to the presence of dogs is far-fetched, for the default state is purity, and this default is only removed by certainty of impurity. It has been established that dogs used to enter and exit the Prophet’s Mosque (peace be upon him), and nothing was sprinkled on them.
