Is the Amir of the Muslims in universities – under the authority of disbelievers – considered to have the same ruling as a Muslim Wali al-Amr (ruler) who possesses general authority, and is he who disobeys him considered among the Khawarij?

The head or emir of a da‘wah (call to Islam) does not possess the ruling authority of a Muslim ruler (wali al-amr) with general wilayah (sovereignty). Applying hadiths about the pledge of allegiance (bay'ah) to this situation contradicts the methodology of Ahl al-Sunnah wal-Jama'ah. It is obligatory upon Muslims to support their religion and cooperate in righteousness and piety. One who has committed himself to working for the service of religion is only bound by what Islam obliges him regarding cooperation in truth. Describing those who deviate from this obedience as Khawarij is a grave and baseless error.
