What is the ruling on a woman working as an MC for charity or religious events, provided she maintains seriousness and avoids being submissive in speech?

A woman's voice is not considered 'awrah (something that must be covered) and it is permissible for her to speak in front of non-mahram men with শরعي (Shar'i) regulations, such as not speaking in a soft or alluring tone, adhering to proper hijab, and not uncovering her face. However, a woman should not host a religious or charitable event in the presence of men and youth. It is better and safer for her to avoid this, especially in this era where religious commitment has weakened.
