What is the ruling on hosting women in da'wah (religious outreach) television programs when they observe a high degree of modesty, and what is the ruling on female callers to Islam presenting programs in which women appear with their full hijab, except for the face and hands?

Calling to Allah is the duty of the Messengers, but it must be bound by the controls and objectives of the Sharia. The Sharia has been keen on concealing women and protecting them from intermingling, even in the mosque, where the best rows for women are the last, and women alert the Imam by clapping, not by saying "SubhanAllah." The wives of the Prophet (peace be upon him) were commanded to spread knowledge, but from behind a veil, as Allah Almighty says: "And remember what is recited in your homes of the verses of Allah and wisdom," and "And when you ask them for something, ask them from behind a partition; that is purer for your hearts and their hearts." Therefore, it is not permissible to host women or female callers (to Islam) on television programs due to the Sharia prohibitions involved, and benefits can be achieved through other permissible means.
