Is it better to establish a Muslim family in a non-Islamic country (Canada) while maintaining religious commitment, or to return to a Muslim country where religious commitment is difficult due to laws and the unavailability of Islamic schools?

There is no doubt that a Muslim's residence in Islamic countries and among their Muslim brethren is better and preferable to living in disbelieving lands, unless there are circumstances where their life in disbelieving lands is better for them than living in Muslim lands due to certain conditions and situations, such as the case of the family in question. Therefore, there is no harm for this family to reside in Canada.
