Does shaving a portion of the hair covering the forehead, or what is known as "zebibat al-salat" (the prayer-bump), constitute the forbidden act of qaza'?

Previously, it was defined that al-qaza' is shaving part of the head's hair while leaving scattered, unshaven sections, and it is considered makrooh (disliked) in Islamic law. However, there is no harm in shaving hair that covers the forehead or hangs excessively over it, and this does not fall under the prohibited al-qaza'.
