If this does not work, the matter should be escalated to higher authorities according to the administrative hierarchy, up to the Ministry of Higher Education. If all these efforts do not yield results, then one should consider whether public exposure serves the greater good or not. Although backbiting (gheebah) is forbidden, it may be permissible for the greater good of warning Muslims against evil.
