Why does a young man experience continuous financial hardship despite his repentance from dealing with usurious banks, his commitment to acts of worship, and his recitation of supplications and Surat Al-Waqi'ah?

We recommend continuing to repent, performing many good deeds, and seeking assistance through prayer. Indeed, Allah loves those who repent and answers their supplications. Do not despair of Allah's mercy, for supplication repels divine decree. You should recite the supplication of Yunus, and Allah's Greatest Name (Ism al-A'dham), and seek out times when prayers are answered, such as the last third of the night and during prostration. Sins are causes of tribulation, especially usury, which Allah destroys and for which its perpetrator is exposed to war from Allah. Allah's trials are for wisdoms, so the believer must be patient and content with Allah's decree and destiny, and be satisfied with what Allah has apportioned for him, for therein lies richness. The abundance and scarcity of provision are in Allah's hand, and the greatest causes of abundant provision are piety towards Allah, maintaining kinship ties, and spending much in His way, while scarcity of provision may be due to sins. Blessing in provision, happiness, and tranquility are more important than an abundance of money, and an abundance of money for the disobedient may be a way of luring them on (istidraj).
