What is the ruling on doing these actions to passersby on the street for the sake of mockery and laughter, and what is the right of the passersby upon the doer?

There is no apparent reason for the questioners to laugh at their action, and it would have been better for them to greet passersby. What they did was in vain, and it should have been avoided, for Allah Almighty says: "And those who turn away from ill speech." There appears to be no sin upon them, but actions must be weighed by the scale of Sharia (definition). Drivers have manners, including observing traffic rules, discipline, and not harming Muslims.
