This supplication is not found in the Qur’an or Sunnah, nor has it been narrated from the Salaf. The meaning of "tasleed" (تسليط) is overpowering, unleashing coercion and power. Allah Almighty is the Overpowering and All-Dominant over all His servants, so everyone is under His authority. If the supplicant's intention with this supplication is to seek revenge against someone who deserves punishment, then it is better to supplicate with clear words that indicate this, such as supplicating for Allah to take revenge on him, or to unleash His soldiers upon him.
