What is the ruling of Islamic law regarding a wife staying with a husband who is addicted to smoking, does not fast, does not pray, frequently curses and insults, and does not show protective jealousy towards his wife, knowing that the wife has returned to her adolescent daughter who has been psychologically and religiously harmed by her absence?

You must fear Allah and return to your husband. Otherwise, you will be considered a rebellious wife (nashiz), and your right to financial support (nafaqah) will be forfeited. Taking your daughter with you is paramount; otherwise, leave her with her father to care for her, or speak to your parents about her situation. Seek a righteous husband for her.

Your return to your husband is obligatory unless it is proven that he is harming you. In that case, you have the right to seek a divorce from him and refer the matter to the judiciary if he refuses. You also have the right to demand reimbursement for what you spent on yourself before becoming a rebellious wife.

A husband's dereliction in fulfilling his duty to Allah is a serious matter. Advise him, warn him by Allah, and encourage him to repent and become upright. If he reforms, then that is excellent. Otherwise, there is no good for you in remaining with him.
