The objective of digging a well that benefits everyone does not justify committing the sin of a usurious loan. It is not permissible to borrow or lend with usurious interest, because usury is one of the gravest sins, and it is forbidden by the Qur’an, the Sunnah, and scholarly consensus. Scholars have unanimously agreed that every loan with a stipulated increase is unlawful and usurious, as Ibn Qudamah stated: "Every loan in which an increase is stipulated is unlawful, without dispute."
