Is it permissible for a woman to seek divorce from her husband who is traveling to his country, which she does not wish to live in due to a lack of safety and fear for her children?

A wife must follow her husband if he travels unless she has stipulated that he not take her out of her country, or if the path is unsafe, or the destination country is unsafe. If these two conditions are met and the wife refuses to travel, she is disobedient and rebellious. If she requests a divorce without a compelling reason, she has committed a sin, for the Prophet, peace and blessings be upon him, said: "Any woman who asks her husband for a divorce without any strong reason, the scent of Paradise will be forbidden to her." In this case, the husband can refuse to divorce her or request khul' (divorce at the wife's instance with compensation).

However, if there is a real fear for her or her children in the husband's country, she is not obligated to move and may request a divorce. But if the fear is imaginary, she is not permitted to refuse to travel or to request a divorce.

Differences in living conditions or poor schools are not considered an excuse for not traveling with the husband. One should perform Istikhara (prayer for guidance) and consult wise people before making a decision to divorce or refuse to travel, as this may lead to the disintegration of the family.
