It is not permissible to swear by the sanctity of the Qur’an, because revering it, following it, and believing that it is the word of Allah are among our actions, and one should not swear by created beings or by their actions. Swearing should be by Allah, the Exalted, or by one of His names, or by one of His attributes; due to the saying of the Prophet, peace and blessings be upon him: "Whoever is to swear, let him swear by Allah or remain silent."
