What is the reason for the lack of rain in the city of Ain Touta, Batna Province, Algeria, after it used to be abundant?

The descent and withholding of rain are by the command of Allah Almighty. Rain is a provision from Allah; it is not withheld except due to a sin, and it does not return except through repentance and obedience. Disobedience is a cause for the deprivation of provision and the decrease of blessings, whereas repentance and seeking forgiveness bring forth blessings and ward off calamities. The Prophet (peace and blessings of Allah be upon him) legislated for us the Salat al-Istisqa (prayer for rain) when rain is delayed, which is a manifestation of humility and neediness before Allah.
