Does the Hadith "Do not taunt your brother..." indicate that Allah will test the scoffer, even if after some time?

It is understood from the narrated hadiths that a gloater and a taunter may be punished by being afflicted with what they gloated about or taunted others with. Among these are the hadith: "Do not gloat over your brother, for Allah will have mercy on him and afflict you," and the hadith: "Whoever taunts his brother for a sin will not die until he commits it." Ibn al-Qayyim also indicated that whoever taunts or laughs at people will be laughed at and afflicted with what they taunted with. However, it is not necessary for the punishment to befall everyone who commits the sin, as the threat may not materialize due to the presence of impediments such as repentance, seeking forgiveness, effacing good deeds, worldly tribulations, the intercession of intercessors, and Allah's mercy. Punishment only befalls those who rebel and defy Allah.
