What is the ruling on being negligent in performing prayer due to childcare and housework?

A Muslim is not permitted to let worldly matters distract him from prayer until its time has expired, because prayer has been prescribed for specific times. There is no excuse for delaying it except due to sleep, forgetfulness, or combining prayers where permissible. Whoever neglects it is sinful. One must be diligent in performing it on time, with all its conditions met. It is permissible to carry a child or distract him during prayer.
