Is he who usurps a span of land punished like one who deliberately kills a believer?

As for the verse you intended, it is: "And whoever kills a believer intentionally..." (Quran 4:93). The mention of wrath in both does not mean they are equal in punishment; for killing a believer, the punishment is Hellfire, eternal abode therein, wrath, and a mighty torment, whereas for seizing land, it involves being encircled [by the land on the Day of Judgment] and wrath. And although both crimes are grave, the crime of unjust killing is not paralleled by any other crime short of disbelief in Allah.
