The criterion for being afflicted with سلس (incontinence) is that the affected person does not find enough time to perform the prayer with a valid purification. If the discharge of urine does not stop, then you must wait until it stops, then perform ablution (wudu') and pray. As for other discharges, such as vaginal moisture, they are pure, and purification with water (istinja') is not required for them. If their discharge does not stop during the prayer time, then you must perform ablution for each prayer after its time has begun. However, if it is madhi (pre-seminal fluid) or wadi (thick white discharge after urination) and its discharge is continuous, then it is necessary to use a cloth for protection, and then perform ablution for each prayer after its time has begun.
