A person suffering from سلس (urinary incontinence) is one whose discharge does not stop for a duration sufficient for purification and prayer. As for someone whose urethral discharge (wady) stops after an hour, they are not considered to be suffering from سلس. They should wait for theal discharge to stop, then perform ablution and pray. It is not permissible to combine two prayers merely for an appointment, unless missing the appointment would result in harm to a needy person's livelihood; in that case, combining prayers is permissible.
