Does the verse from Surat Hud, "And my counsel will not benefit you if I should intend to advise you, if Allah should intend to put you in error. He is your Lord, and to Him you will be returned," imply predestination (Jabr)?

Allah does not compel His servants to disbelieve or commit disobedience. He sends messengers and establishes proofs against disbelievers. Whoever persists in disbelief and rejects the truth, Allah seals their heart and leads them astray as a punishment, rendering advice useless for them. The Muslim nation has unanimously agreed that Allah describes Himself as sealing and stamping the hearts of disbelievers as a recompense for their disbelief. The aforementioned verse does not indicate compulsion; rather, it shows that Allah enabled the people of Noah to be guided by sending the Messenger and establishing proofs. When they became stubborn and persisted in disbelief, Allah punished them by sealing their hearts, rendering Noah's advice ineffective for them because Allah willed to lead them astray due to their disbelief and stubbornness. This is a recompense for them, as they do not deserve guidance.
