Is it permissible for an employee (with a fixed salary), who is not registered with social insurance or the public pension agency, to receive and disburse the "Hafiz" program amount after answering "no" to the question "Are you employed?"

The decisive factor in eligibility for the incentive is the awarding body, and they must be consulted for inquiry.

If a condition for its eligibility is that the person must not have any work, even with a fixed salary, then he is not eligible for it and must return what was taken from him unjustly, because the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions."

However, if the body pays it to someone who has not obtained government employment or a job for which the worker is entitled to a retirement salary or similar, then the person is eligible for the incentive and it is permissible for him to benefit from it.
