Must someone afflicted with urinary incontinence rewash the penis and take precautions if urine is discharged after taking precautions and before commencing ablution?

If you are afflicted with سلس (incontinence), and you perform ghusl and bind the affected area, then urine exits before you perform wudu, some scholars are of the view that you are not required to repeat ghusl and the binding, provided you did not neglect to tighten and bind the area sufficiently, as this is to avoid hardship and difficulty.
