Man is susceptible to falling into sins, and he must promptly seek forgiveness and sincere repentance. Part of sincere repentance is returning stolen property to its owner before the thief's good deeds are taken from him in the Hereafter. It is recommended to perform Hajj again with ', as they both dispel poverty and sins. If the ruling intended is the ruling on theft and the right has been restored to its owner, then this is sufficient to clear one's conscience, along with constant seeking of forgiveness and repentance, for Allah accepts a servant's repentance as long as they have not reached the rattling of the throat (death throes).
