What is the jurisprudential ruling on a contractor for transporting pilgrims choosing an assistant in exchange for a large sum of money paid by this assistant?

If the government asks a contractor to choose a competent assistant in exchange for financial benefit or enabling them to perform Hajj, and the contractor takes money for their selection, this is impermissible for two reasons: First, the contractor has not exerted effort deserving of this money, as selecting a competent assistant is their duty. Second, taking money opens the door to betraying the trust of selection, as the choice then becomes based on what is paid rather than on competence.
