Is it permissible for a worker to benefit from both a plot of land and housing, even though the law allows only one of them, and is it permissible for him to sell or transfer one of them to members of his family?

One must adhere to the conditions for entitlement to grants and benefits provided by the state to its employees, based on the Almighty's saying: "O you who have believed, fulfill [all] contracts," and the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions," and "Whoever cheats us is not of us." As long as the employee is only permitted to have land or housing, it is not permissible for him to combine both unless there is a special permission from the responsible authority. If he is not permitted, he must return one of the benefits, or inform the responsible authority to approve his combining of both or to abide by the stipulated condition.
