Is it permissible for someone who practices masturbation in the vicinity of his wife, with the intention of not conceiving, given the husband's desire for it and the wife's refusal, to perform the Hajj pilgrimage?

A wife is not permitted to prevent her husband from full enjoyment or to deprive him of procreation. Hajj becomes obligatory as soon as one is able to perform it, and committing sins does not preclude one from it. Repentance is due for unlawful masturbation, bearing in mind that a man's masturbating with his wife's hand is not unlawful.
