Why was the order in the noble verse, "And when they saw a trade or a diversion," such that trade was presented before diversion, while in the continuation of the verse, "Say, 'What is with Allah is better than diversion and than trade,'" diversion was presented before trade? And why was it said, "And Allah is the best of providers," even though Allah is the sole Provider, and who are the "providers" intended in the verse?

Ibn Juzayy stated that the precedence of commerce over diversion, or vice versa, in the Holy Qur’an depends on the context. If commerce is mentioned first, it is to show the dispersal towards it, and then towards what is less significant (diversion). However, if diversion is presented first, it is to show that what is with Allah is better than diversion, and then better than what is greater than it (commerce). This is one of the Arabic rhetorical styles of gradation from the more to the less, or vice versa.

As for the verse, "And Allah is the best of providers," Al-Shanqeeti clarified that the superlative form here refers to the fact that some creatures provide for others, and Allah’s provision for His creation is better than the provision of creatures for each other, just as His essence and attributes are superior to the essences and attributes of creatures.
